As the government capped unemployment benefits and trumpeted its support for ?hard workers?, lazy employed people have been left wondering where they stand in all this.

Sales manager Tom Booker said: ?I pay my taxes but I certainly don?t work hard.

?Thanks to technology I can do the minimum required amount of work quickly, then spend the remaining six hours looking at music and pornography websites.

?Occasionally I have to give my subordinates a bollocking for behaving exactly as I do, but that?s about as stressful as it gets.?

?But doing a job is often less hassle than trying to get one. Especially if you?re some sort of office manager, which basically amounts to babysitting adults.

U.S. agency backs Apple in essential patent battle

WASHINGTON (Reuters) - Google unit Motorola Mobility is not entitled to ask a court to stop the sale of Apple iPhones and iPads that it says infringe on a patent that is essential to wireless technology, the U.S. Federal Trade Commission said on Wednesday.

In June, Judge Richard Posner in Chicago threw out cases that Motorola, now owned by Google, and Apple had filed against each other claiming patent infringement. Both companies appealed.

In rejecting the Google case, Posner barred the company from seeking to stop iPhone sales because the patent in question was a standard essential patent.

This means that Motorola Mobility had pledged to license it on fair and reasonable terms to other companies in exchange for having the technology adopted as a wireless industry standard.

Standard essential patents, or SEPs, are treated differently because they are critical to ensuring that devices made by different companies work together.

Google appealed to the U.S. Court of Appeals for the Federal Circuit. The FTC said in its court filing that Posner had ruled correctly.

The commission, which has previously argued against courts banning products because they infringe essential patents, reiterated that position on Wednesday.

"Patent hold-up risks harming competition, innovation, and consumers because it allows a patentee to be rewarded not based on the competitive value of its technology, but based on the infringer's costs to switch to a non-infringing alternative when an injunction is issued," the commission wrote in its brief.

The case is Apple Inc. and NeXT Software Inc. V. Motorola Inc. and Motorola Mobility Inc., in the U.S. Court of Appeals for the Federal Circuit, no. 2012-1548, 2012-1549.

Rare Raphael drawing sells for record $48 million

LONDON -- One of the greatest drawings by Renaissance master Raphael still in private hands sold for 29.7 million pounds ($47.9 million) on Wednesday, an auction record for the artist in sterling terms and double pre-sale expectations.

Sotheby's auctioneers had high hopes for the 16th century "Head of an Apostle," a study for Raphael's last painting "Transfiguration" which is on display at the Vatican Museum in Rome.

When the artist died in 1520, his body was laid out in state in his studio with the "Transfiguration" hanging at his head.

Measuring roughly 15 inches by 11 inches (38 cm by 28 cm), the picture drawn in black chalk went on a mini-world tour prior to the London auction in a bid to drum up interest from Asia as well as Europe and North America.

"If you are lucky, at some point in your career a work like this comes along," said Gregory Rubinstein, head of old master drawings at Sotheby's.

"A number of the world's greatest collectors stepped up tonight in recognition of the genius of Raphael and the extraordinary beauty of this drawing with its exceptional provenance."

According to Sotheby's, only two other Raphael drawings of the same calibre have been auctioned in the last 50 years?-- in 2009, Raphael's black chalk "Head of a Muse" sold for 29.2 million pounds at Christie's in London.

In dollar terms, that picture narrowly trumped "Head of an Apostle" due to fluctuating exchange rates, but since both were sold in pounds in London, Sotheby's is claiming the crown.

"Head of an Apostle" was from the collection at Chatsworth, the ancestral home of the 12th Duke of Devonshire who is also deputy chairman of Sotheby's. It is expected the proceeds of the sale will go towards the upkeep of the estate.

It was the last lot of the Old Master and British Paintings sale at Sotheby's which raised 58.1 million pounds overall.

The auction had been expected to total 35.6-52.9 million, although hammer prices include buyers' premiums meaning that the final tally was in line with the upper estimate.

The buyer was not identified, but the winning bid went to a member of Sotheby's staff who often represents Russian clients.

The sale extends a string of strong results by leading auction houses in recent months as wealthy collectors, including those from emerging markets like Russia, China and the Middle East, defy broader economic gloom to snap up rare treasures.

Dutch master Jan Steen's interior scene "The Prayer Before the Meal" dated 1660 sold for 5.6 million pounds, or at the lower end of expectations between 5.0 and 7.0 million.

The J. Paul Getty Museum in Los Angeles confirmed it had acquired "Roman de Gillion de Trazegnies," a 15th century illuminated manuscript from Flanders by Lieven van Lathem which sold for 3.8 million pounds.

There were disappointments on the night, however.

Philip the Good's finely illuminated copy of the drama "Mystere de la Vengeance" dated around 1465 had been expected to fetch 4.0-6.0 million pounds but failed to find a buyer.

(AP) ? Marijuana became legal under Washington state law Thursday. So, bong hits and funny brownies for everybody?

Not quite. Pot legalization in the Evergreen State has raised many questions, some that likely won't be answered for a while. Here's a quick primer:

Who can use marijuana?

Adults over the age of 21 can possess up to an ounce.

Where can people buy it?

You can have it, but you can't buy it ? yet. Initiative 502, the measure state voters approved last month, gives the state a year to come up with a system of state-licensed growers, processors and retail stores. So, for now, people can possess and use it, but there's nowhere for them to legally buy it.

Can people light up in public, say, under the Seattle Space Needle?

Technically, no. The new state law forbids smoking in public. People who do face a fine, as do people who openly drink alcohol in public. However, that didn't stop people from smoking joints under the Space Needle on Thursday, when the new law took effect. For now, Seattle police say they won't be writing tickets to those folks. They generally ignored small marijuana use even before Thursday, arguing they had bigger crimes to fight.

Will pot be taxed?

Yes, under Washington's new law, analysts figure a legal pot market could reap hundreds of millions of dollars a year in new taxes for schools, health care and other things.

What is the federal government going to do?

That's the question state officials want answered in Washington and Colorado, where marijuana becomes legal next month. So far, the Justice Department has reiterated that marijuana remains illegal under federal law, but Uncle Sam's lawyers have yet to specifically respond to the new pot laws in those two states. So, lighting up could still technically get you in trouble with the feds.

Belfast cops hurt during protest over British flag

Loyalists clash with police officers outside the City Hall in Belfast following a vote by local councilors to stop flying the British flag every day.

Fifteen police officers were injured when hundreds of people tried to storm Belfast City Hall in Northern Ireland over a plan to stop flying the British flag as it currently does every day of the year, ITV News reported.

The violence broke out after Irish nationalist councilors from the Sinn Fein and SDLP parties voted to take down the flag which has flown above the city hall every day since the building was opened in 1906.

The decision means the flag will be flown only for 17 days of the year, as is the case at the provincial assembly at Stormont.

Nationalist and Unionist parties share power under a 1998 peace deal that largely ended 30 years of sectarian violence in which more than 3,600 people died.

Many of the protesters who clashed with police were carrying British Union flags.

Reuters reported that the attempt to storm the building was repelled by police.

Democratic Unionist Party councilor Ruth Patterson described the vote to remove the flag as "divisive, destructive and disrespectful of anything remotely Protestant, anything remotely British," ITV News reported.

Northern Ireland's First Minister Peter Robinson condemned the violence.

"There is no excuse or justification for attacks on police officers, council staff, and property," he said, according to ITV News.

"Such behavior is not representative of those who campaigned to maintain the Union flag flying over Belfast City Hall," he added. "Those who talk most about building community relations have by their actions in the council substantially damaged relations across the city."

Nationalist parties, which aspire to break from the U.K. and join a united Ireland, last year for the first time secured more seats on the council than Unionist parties, which support maintaining Northern Ireland's position in the United Kingdom.

Gerry Kelly, a member of the Northern Irish Assembly, strongly criticized the police, according to ITV News.

"I have to say, and I don't use these words unless I really mean them, it was a disgraceful police operation -- or lack of a police operation," he said. "If that had been 1,000 or more republicans, it would have been very different."

"They indiscriminately attacked cars. We are very, very lucky that they didn't get into the building or we could have been dealing with a lot more injuries," he added. "I am angry because it's not as if they were taken by surprise. This was a well-planned protest."
