Productivity Puzzle: More People Are Back At ... - Business Insider

A puzzle: since last quarter,?181,000 more Brits?are in work, but output is down?0.7%. What are these people doing, you might ask.

The caveats are that the quarterly employment figures are from March to May, while GDP is measured April to June - and subject to revisions.

But the enigma remains. Why, to put it crudely, are we consistently having more jobs and less stuff being produced?

The employment figures are convenient for the Chancellor George Osborne, who can wheel around to different television studios and say, "Nearly 400,000 more are in jobs since we came into office." But all the while, the economy has shrunk by?0.3%?since May 2010.

There are three responses to this:

(1) Growth is being underestimated in the statistics. The Office of National Statistics (ONS) constantly revises its forecasts. At the start of the downturn, Q2 2008 GDP growth was first estimated to be 0.2%; the estimate is now -1.3%, a considerable quarterly plunge.

Had policymakers known this at the time, they might have responded differently.?This means we might see this quarter's growth revised up in future. The average absolute revision since Q1 2005 has been?0.4%, which means commentators could currently be arguing over the head of a pin. Nonetheless, the gap between GDP and jobs cannot be wholly explained by systemic underestimation.

(2) Post-crash Britain has become unproductive and this is permanent. Most jobs are being created in low productivity sectors, such as retail, while the number of high productivity jobs (in finance and manufacturing for instance) has stagnated. If we continue in the same direction, we will not see a huge rise in productivity. Jobs figures will soon fall.?

The logic behind (2) is that much of the growth in the Blair years was financed by easy credit. The crash, and the draining away of credit, has wiped out this output. Now banks are rebuilding their balance sheets, the credit tightening is likely to stay. This restrains the output of credit-intensive companies and dynamic, new firms.?The low investment (and resulting slow growth of capital stock) also hits labour productivity.?Unless credit eases, productivity will be persistently weaker. This sort of thing happens after most financial crises: supply freezes up. The past year's high inflation shows this. The Bank of England's May?Inflation Report?shows that?Business surveys?indicate few firms are working below normal capacity.

(3) This unproductiveness is temporary. The gap between output and jobs can be explained by labour hoarding. Firms have reacted to the slump mostly by holding down wages and trying to keep on employees. Workers are not working to their full potential because there is little demand: firms could produce more stuff, but few would buy it.

Supporters of (3) argue that high inflation doesn't mean there is no capacity in the UK economy: recent high inflation was down to a rise in commodity prices and the VAT increase; it has since dropped. Business surveys are often unreliable and don't account for what happens when demand picks up. The financial crisis doesn't explain everything: look at the USA and Spain. These countries have had much stronger productivity growth. Indeed,?Bill Martin and Robert Rowthorn, of Cambridge University, have lent much support to this "temporary" explanation in a?May publication. They show that the shift in jobs from high- to low-productivity sectors only amounts to a 1/4 percentage point of the productivity shortfall.

Which is right? The jury is out until we see more evidence. The FT gave a view on the puzzle?this morning.?I tend towards position (3). ?Readers can make up their own minds.

The add-on belongs to a mainstream line of 40nm combo radios that handle WiFi (including regular 2.4GHz and 5GHz bands), Bluetooth 4.0 and FM, which means there's every likelihood it'll appear in numerous smartphones and tablets soon after production starts. Broadcom promises tripled transfer speeds, "dramatically" improved range and "six times greater" power efficiency compared to Wireless N, but then again, so does the competition -- and a company like Qualcomm may be able to deliver it in even fewer nanometers.

Tax cut plan in Congress calls for a one-year extension. But if Republicans, Democrats can't agree, taxes will rise, especially for wealthiest families.

In a report Tuesday on the?tax?standoff with Republicans, the White House tried putting a human face on the showdown and shifting the blame to the GOP.

"So far, the only reason the middle-class?tax?cuts?have not been extended is that Republicans in Congress continue to insist on?cutting?taxes?once again for the wealthiest few," the report said.

Republicans want to renew all the?tax?cuts?for one year to give the two sides time to negotiate permanent?taxchanges. President Barack Obama and Democrats also want a yearlong extension, but insist they will only extend the reductions for households earning below $250,000.

Last week Sen. Patty Murray, D-Wash., a member of her party's leadership, said if there was no deal by January, her party would be willing to let all the?tax?cuts?expire to pressure Republicans to give ground. Republicans immediately accused Democrats of being willing to raise?taxes?on everyone as the price for prevailing.

"They're ready and willing to go right off the fiscal cliff if they don't get their way," Senate Minority Leader Mitch McConnell, R-Ky., said. He cited the frequently used term "fiscal cliff" to describe the economy-rattlingtax?increases and spending?cuts?that will automatically take effect when 2013 begins unless lawmakers reach a compromise for avoiding them.

The $1,600 average?tax?increase is for all families earning under $250,000, White House officials said. The numbers of families from this group would range from 13.2 million in California to 200,000 in Wyoming, the report said.

The exact size of a family's?tax?cut?would depend on its size, income and other characteristics.

A married couple earning $50,000 to $80,000 with two children would see a?tax?increase of $2,200, the paper said. A childless couple making $200,000, including $20,000 of capital gains income, would see their?tax?bill grow by $5,540.

The report did not include a figure showing the average?tax?increases that wealthier earners would face, but they would be substantially higher.

It included one example for a couple making $2 million in salaries and bonuses plus $500,000 from capital gains. They would get $7,080 in?tax?cuts?under Obama's plan, which allows a?tax?cut?to all families for the first $250,000, and $124,000 under GOP proposals, the report said.

The partisan conflict will intensify this week when the Senate votes on a Democratic plan that denies?tax?cutsto higher earners, and perhaps on a GOP proposal extending?tax?cuts?for all. Both are certain to fail.

New hope for society's most challenging kids - News and Events ...

Parents of young children who show extreme behaviour problems and a lack of empathy or remorse may find new hope from research at the University of Sydney.

"We found that the quality of a parent's emotional interaction and attachment with a young child is crucial to predicting if that child will develop this high-risk pattern of behaviour," said Dr David Hawes, the research leader from the School of Psychology at the University.

"Based on our findings we can now test early-intervention strategies to help these parents and their children."

Children who from an early age show a fearless temperament and do not show interest in other people's emotions, especially when they are upset or in need of help, are known to researchers as having "callous-unemotional" (CU) traits. These children typically also lack guilt or concern about behaviours that would produce guilt in most children.

"While most children with conduct problems do not show CU traits, those who do are at greater risk for ongoing problems - particularly aggression. These children are indifferent to punishment for poor behaviour and in fact the more severe the punishment the worse the behaviour becomes," said Dr Hawes.

Callous-unemotional behaviour has been shown to be a strong indicator of psychopathic behaviour and violent crime in adulthood.

Dr Hawes and his colleagues have just completed a four-year study, funded through the Australian Research Centre, looking at children aged two to four with CU traits.

The research was unusual in concentrating on very young children and being based primarily on direct observation. It used video analysis to evaluate the quality of interactions and attachment between mothers and children.

"The study suggests that the emotional bonds between mothers and their children strongly predict if they will show high levels of CU traits, as well as conduct problems," said Dr Hawes.

Until recently the quality of a child's parenting was not believed to have an impact on either callous-unemotional or the behaviour of children with such traits, but this research suggests that strengthening the emotional bonds between parents and their infants can make a difference.

"While CU characteristics seem to be largely under the control of genetics if a child receives consistent and warm parenting in a secure family environment it can protect against those traits. This aspect of parenting is still relevant in terms of influencing the traits even though it is not the cause.

"In fact its protective effects - its ability to prevent the development of aggressive and oppositional behaviour - also appear to be strongest for children with the highest level of CU traits."

The main implication of the study is that CU children benefit less from current parenting interventions for conduct problems because they are focused on reducing negative parenting instead of on the quality of the parenting relationship.

"While research with older children and adolescents has previously shown that CU traits are associated with more severe behaviour problems regardless of harsh and inconsistent discipline, our research suggests that this may not be the case in early childhood. Most importantly however, we found that it was only among the CU children that having an emotionally warm relationship protected against conduct problems."

The researchers now plan to evaluate programs specifically aimed at improving quality of attachment by employing strategies shown by the current study to be highly beneficial.

They include emphasising eye contact during emotional interactions, giving the child language to express emotion and the skills to identify emotion in other people.

"Parents with very difficult-to-handle children might be told it is a phase - the terrible twos - but that does not apply for children at risk of antisocial behaviour. For them the earlier we can address the issue the better.

"For our research we were in the privileged position of being able to work with Karitane, one of the only community health services in the world which specialises in clinically significant behaviour problems in very young children."

Dr Hawes presented his research at the International Association for Child and Adolescent Psychiatry and Allied Professionals conference on 20 July.

Japan probes alleged radiation cover-up

Japanese authorities are investigating subcontractors on suspicion that they forced workers at the tsunami-hit nuclear plant to under-report the amount of radiation they were exposed to so they could stay on the job longer.

Labour officials said an investigation had begun over the weekend following media reports of a cover-up at the Fukushima Dai-ichi plant, which suffered multiple meltdowns following the Mar 2011 earthquake and tsunami disasters.

A subcontractor of plant operator Tokyo Electric Power Co (Tepco) acknowledged having nine workers cover their dosimeters with lead plates late last year so the instrument would indicate a lower level of radiation exposure.

The probe marks the first time the government has examined the case, believed to be part of a widespread practice at the plant.

The government more than doubled the emergency radiation exposure limit soon after the accident, but lowered it back to the previous level in December.

Dosimeter readings determine how much longer a worker can stay on a plant job.

The issue reflects growing concern among the government and Tepco about how to secure a continuous flow of workers to finish cleaning up the plant. Officials say it will take about 40 years to decommission its four wrecked reactors.

(AP) ? Reds first baseman Joey Votto will have surgery to repair torn cartilage in his left knee, leaving the NL Central leaders without their best hitter for the next three to four weeks.

The 2010 National League MVP hurt the knee while sliding into third base June 29 in San Francisco, but has continued playing. Votto started for the NL in the All-Star game last Tuesday.

A medical exam Monday night detected the tear and Votto will have arthroscopic surgery on Tuesday.

General manager Walt Jocketty said Votto didn't have an MRI earlier because the first baseman didn't think he needed one.

"He didn't request it until then," Jocketty said. "He said it wasn't a problem until the last couple of days."

Votto decided to have the surgery. Jocketty said it's a simple procedure that takes only 20 to 30 minutes.

"It is in my best interest and in the best interest of the team to do it now so that I can be healthy during the last two months of the pennant race," Votto said in a statement.

Votto is batting .342 with 14 homers and 49 RBIs. He leads the NL in doubles, walks, on-base percentage and extra-base hits.

"We'll see what we can do internally, initially," Jocketty said. "But it's going to be difficult to replace Joey Votto."

He went hitless in his first two games back from the All-Star game then had a single and an RBI double during a 4-2 win over St. Louis on Sunday night that moved the Reds into sole possession of first place in the NL Central.

The Reds didn't immediately make a move to replace him on the roster.

Cincinnati has been in first place for 46 days because of its pitching and the NL's top defense. The Reds have used only five starters, a modern franchise record this deep into the season, and their bullpen is the best in the league.

The offense has struggled, ranking in the middle of the league, and the loss of Votto costs the team its most consistent hitter.

Votto was named MVP after the Reds' run to the NL Central title in 2010, but Cincinnati got swept by Philadelphia in the first round of the playoffs.

He received a 10-year contract extension before the start of this season that added $225 million to his deal.

Now, the Reds will find out just how much he means to the franchise. They lost their first game without him, 5-3 to the Arizona Diamondbacks on Monday night.

"He's an MVP, a Gold Glover. What more can you ask in a guy?" said Todd Frazier, who filled in at first base. "Injuries are huge in baseball. He's got that presence. Whenever he is out there, he can do damage."

Reds starter Bronson Arroyo saw Votto shortly before the game and got the bad news directly.

"He looked funny," said Arroyo, who lasted only three innings. "I said, 'Are you playing?' He said, 'No, I need surgery.' At this time of year, if we can keep pressure on the other teams in our division and stay in the race ? if we can weather the storm ? he could give us a lift when he comes back."

Instead of having a mainstay at first base and the No. 3 spot in the order, manager Dusty Baker will have to get creative. There's no obvious replacement on the roster or in the minors.

Baker's first inclination was to have Frazier, who is Scott Rolen's backup at third base, play more at first.

"That's a good possibility," Baker said. "He'll play some third, some first. (Miguel Cairo) will play some first. He's an outstanding first baseman. We'll mix and match depending on offensive and defensive matchups."

The challenge is to stay in contention until he gets back.

Solar storm should supercharge auroras

A massive solar eruption may trigger an exceptional weekend northern lights display, perhaps bringing the phenomenon into view as far south as California and Alabama, a NASA scientist says.

The sun unleashed an X-class solar flare ? the most powerful type ? at 12:52 p.m. EDT (1652 GMT) on July 12. The storm also triggered a huge eruption of solar plasma known as a coronal mass ejection, or CME, which is now streaking directly toward Earth at roughly 3 million mph.

The CME is expected to hit our planet at 6:20 a.m. EDT (1020 GMT) Saturday (July 14), plus or minus seven hours, according to researchers with the Space Weather Lab at NASA's Goddard Space Flight Center in Greenbelt, Md.

The CME's arrival at Earth will likely spawn moderate to severe geomagnetic storms, which may cause temporary disruptions to GPS signals, radio communications and power grids, scientists said.

Geomagnetic storms often generate dramatic aurora displays, which are also known as the northern and southern lights. So skywatchers around the world are likely in for a treat this weekend.

The CME "could produce aurora as far south as northern California and Alabama," C. Alex Young, a solar astrophysicist at NASA Goddard, told SPACE.com in an email update. "This would be into central UK and Europe or southern New Zealand."

"It could promise to be a great show of aurora," Young added. "I am hoping for some in Maryland."

Auroras result when charged particles from the sun collide with molecules high up in Earth's atmosphere, generating a glow. The northern and southern lights are usually restricted to high latitutes because Earth's magnetic field lines tend to funnel these particles over the planet's poles.

After remaining surprisingly quiet from 2005 through 2010, our star woke up last year. It has remained active in 2012, spouting off numerous CMEs and powerful solar flares, including an X5.4-class eruption in March.

Such outbursts are likely to continue over the next year or so. Solar activity waxes and wanes on an 11-year cycle, and scientists think the current one ? known as Solar Cycle 24 ? will peak in 2013.

We should expect more action from sunspot AR1520 for the next week, said Joe Kunches of the National Oceanic and Atmospheric Administration's Space Weather Prediction Center in Colorado. The sunspot region is currently facing Earth, sitting near the center of the sun's southern hemisphere.

"It's still big. It's right down Main Street," Kunches told SPACE.com. "It's in an absolutely prime spot."

Both parties block quick votes on Obama tax plan

(AP) ? In a day of political maneuvering, Democrats and then Republicans took turns blocking a quick Senate vote on President Barack Obama's proposal to extend expiring tax cuts for a year on everyone but the highest-earning Americans.

With each side trying to embarrass the other on one of the election year's foremost issues, the result was that senators won't vote on Obama's plan this week. Senate Majority Leader Harry Reid, D-Nev., promised they would vote on it before Congress leaves town for its August recess, despite GOP opposition to the proposal.

"We know Republicans won't do anything that helps President Obama, even if it's good for the economy, because their No.1 goal is to defeat the president," Reid said.

Republicans accused Democrats of blocking the vote because they were afraid of supporting a measure that would in effect boost taxes on high-earning business owners at a time when the country is thirsting for jobs.

Senate Minority Leader Mitch McConnell, R-Ky., said he would agree to arrange for votes "just as soon as the majority leader produces a bill to show us what tax increases they have in mind."

The moves came just two days after Obama urged Congress to vote on his proposal. The president would exclude families earning over $250,000 a year from the renewed tax cuts, saying they should contribute to deficit reduction.

Without action by lawmakers, wide-ranging tax cuts enacted a decade ago under President George W. Bush will expire on New Year's Day, which economists say would be a blow to the already weak economy.

The back and forth put the Senate on track to voting Thursday or Friday on a Democratic bill cutting taxes for businesses that hire workers, grant raises or make major investments in equipment. It will also vote on a House-passed GOP version that grants tax deductions to all companies with fewer than 500 employees.

Both measures seem destined for certain defeat.

Wednesday morning, Senate Minority Leader Mitch McConnell, R-Ky., proposed votes on two amendments to the Democrats' business tax-cut bill.

One was on Obama's plan, the other on a Republican alternative that would include top earners in the extended tax reductions. Republicans say excluding the highest earners would raise taxes on many business people and stifle job creation.

Reid blocked the votes on both for now, at a time when a handful of Democrats ? including several in tight re-election races ? are wary of supporting Obama's proposal because their GOP opponents label it a tax increase. Democratic aides said they would vote on the measure by early August, after Obama spends more time bringing public attention to his proposal.

"The president's tax increase plan is not just an economic disaster, it's a political loser and they know it," said Sen. Orrin Hatch, R-Utah, sponsor of the GOP proposal.

Later Wednesday, it was Reid who proposed holding separate votes on Obama's plan and the rival GOP measure. He had a new condition: Letting either measure pass with a simple majority, instead of the 60 votes demanded for many Senate roll calls.

McConnell objected, saying he had not seen details of the bills.

Reid can usually count on votes from 51 Democrats plus two independents.

Late Wednesday, Sen. Joseph Lieberman, I-Conn., who is retiring in January, said he would vote against both parties' tax-cut extensions, saying Congress should instead be working on a major deficit-reduction package. Other Democrats have been unclear about whether they will back Obama's plan, including Sens. Joe Manchin of West Virginia and Jon Tester of Montana, who face tight re-election races in November.

"We'll get to the tax issues," Reid said. "That way we'll be able to talk in more detail about Gov. Romney's taxes," a reference to Democratic demands that wealthy GOP presidential challenger Mitt Romney release more of his income tax returns.

Trying to take the offensive, Obama's re-election campaign released a television ad it will air in nine states where the election could be close, contrasting the middle-income tax breaks Obama has proposed with the tax cuts Romney's plan would provide for wealthy individuals and corporations. "Two plans, your choice," the announcer says.

Out of 119 million U.S. households, just 2.5 million ? or 2 percent ? reported making at least $250,000 in 2010, according to Census Bureau figures.

Just 3.5 percent of taxpayers reporting business earnings will earn enough money to see their tax rates rise next year unless lawmakers act, according to Congress' nonpartisan Joint Committee on Taxation. Democrats use that figure to show how few businesses would pay higher tax rates under Obama's plan.

The committee also estimated that those taxpayers will account for 53 percent of the $1.3 trillion in business earnings reported in 2013 ? a number Republicans cite to argue that the higher rates will hurt the economy.

Fed officials warn of looming crisis for economy

(AP) ? The Federal Reserve is open toward taking further action to support the struggling U.S. economy. But minutes of the Fed's June meeting show policymakers are at odds over whether the economy needs more help now.

A few said the economy may already require additional support. But several others noted that further action "could be warranted" if the recovery lost momentum, if risks became more pronounced or inflation seemed likely to run below the committee's target.

Investors appeared to be disappointed by the division within the Fed.

Stock prices sank after the Fed expressed concerns about the economy. The Dow Jones industrial average had been down nearly 40 points before the minutes were released at 2 p.m. Eastern time. At around 2:30 p.m., the Dow was down 112 points, on track for its fifth straight day of losses.

Fed officials signaled at the June 19-20 meeting their concern that the struggling U.S. economy could worsen if Congress fails to avert tax hikes and across-the-board spending cuts that kick in at the end of the year. And they expressed worries that Europe's debt crisis will weigh on U.S. growth.

More stimulus "won't become a reality unless the recovery loses even more momentum or a more severe flare up in the euro-zone crisis raises the already elevated downside risks," said Paul Ashworth, chief U.S. economist at Capital Economics.

Members said the economy will likely continue to grow moderately. But the Fed lowered its growth forecast at the June meeting, noting that the U.S. job market had weakened and consumer spending slowed. It also said it didn't expect the unemployment rate to fall much further this year from its current 8.2 percent.

Since the Fed met last month, the job market's weakness has persisted. The government said Friday that hiring in June was weak for a third straight month. The economy added just 80,000 jobs last month.

Some members noted that defense contractors are already laying plans for layoffs if lawmakers don't address the package of tax hikes and spending cuts by the end of the year. Members warned that tighter government spending could slow the economy well into next year.

At the meeting, the Fed extended a program that shifts its bond portfolio to try to lower long-term interest rates. Policymakers left open the possibility of providing further help, such as launching a new program of bond purchases.

Chairman Ben Bernanke may offer further guidance on the Fed's plans next week when he delivers the central bank's updated economic assessment to Congress. After the June meeting, Bernanke told reporters he was open to another round of bond purchases if the job market didn't improve.

Employers added an average of just 75,000 jobs a month in the April-June quarter ? only about a third of the 225,000 jobs a month created in the first three months of the year.

Many economists predict the Fed will hold off for one more meeting and give the job market a little longer to show improvement. If it doesn't show gains, the Fed could announce some new action at its Sept. 12-13 meeting.

Since the recession, the Fed has bought more than $2 trillion in Treasury bonds and mortgage-backed securities, expanding its portfolio to more than $2.8 trillion.

After its last meeting, the Fed downgraded its economic outlook. It now expects growth of just 1.9 percent to 2.4 percent in 2012, half a percentage point lower than its April forecast.

Ouya: The $99, Android-Powered TV Game Console | It Burns when ...

TV videogames are due for a disruption. Is a $99 console called Ouya the device that could do it?

It wasn?t that long ago that the vast majority of portable videogames were purchased much like console games, on a disc or cartridge for $30-40 each. Smartphones have since thoroughly disrupted that market, giving gamers an array of portable devices that play games with an upfront cost of either 99 cents or nothing at all, with much of that money being funneled directly into developers? pockets.

Now that Apple?s crazy idea has become established wisdom, it would seem to make sense that a similar business model could work for television games, doing to the Xbox and Wii what iPhone did to the Nintendo DS. But although rumors have long been swirling about an updated Apple TV box that would introduce 99-cent apps to the living room, nothing has materialized yet. This, at least for the time being, leaves the playing field wide open.

Enter Ouya, a startup founded by Julie Uhrman, the former head of IGN?s digital distribution business and who has also held executive positions at GameFly and Vivendi Universal. The company says it plans to launch an eponymous gaming console, for which it will launch a Kickstarter drive on Tuesday, that brings the smartphone paradigm to living-room gaming. The $99 Ouya is built on the Android platform, will allow developers to easily create and sell their games and be fully ?hackable? ? anyone will be able to pull the machine apart and tinker with it to their heart?s content.

Ouya expects to ship the first boxes in March 2013.

?I grew up playing games on TV, and I wasn?t along in feeling that the game industry is experiencing a brain drain,? Uhrman told Wired in advance of Tuesday?s announcements. ?Developers are leaving triple-A shops and going to mobile, and we feel that?s a shame.?

?The money is in the living room,? Uhrman said. ?Three out of every 4 dollars are spent on TV [games].?

Ouya?s cubic design and game controller were created by Yves Behar, designer of the One Laptop Per Child XO Laptop. The box packs a four-core Tegra 3 processor and 1 GB of RAM.

The controller looks like a standard Xbox 360 pad with a touchpad, which Uhrman says will allow touch-controlled mobile games to be ported to Ouya more easily.

Although Uhrman has secured funding from many private investors, Ouya is attempting to make a splash with a campaign on the crowd-funding website Kickstarter. It has set a lofty goal of just shy of one million dollars, which it says will be spent on the development of the hardware and software, producing the first Ouya machines and funding the development of early games.

Uhrman says that every game developed for Ouya must either be free-to-play or have a free trial version. Thirty percent of revenue will go to Ouya, the rest to the developer.

Ouya has recruited a handful of independent game designers to sing its praises before the launch, giving a little bit of street cred to an otherwise nebulous project.

?I?m excited for Ouya,? said Journey creator Jenova Chen in a statement. ?I am a firm believer that there is always room to challenge the status quo.?

Other indie devs on board with Ouya include Markus ?Notch? Persson of Minecraft fame, Canabalt designer Adam Saltsman and inXile Entertainment?s Brian Fargo. The company says that every Ouya box sold includes a software development kit at no extra cost. The console and controller will even use standard screws so that they can easily be pulled apart, examined and tweaked.

Everything sounds good on paper. But can it work?

Getting into the game console business has generally been a Sisyphean task for startups. The only two companies that have had any success at it since the formative days of the videogame industry have been Sony and Microsoft, established technology giants willing to burn billions just to get a foothold.

Ouya might well be correct that the App Store model is what television games have been waiting for. But even if it has read the tea leaves correctly, it?s also possible that Apple or another major player is preparing a product that will grab all of the mindshare that Ouya is hoping to gather for its project.

The reason that game developers can get rich selling iOS games for a dollar is that they?re selling to a massive userbase, something Ouya doesn?t have. Apple was able to sell iPhones because people need phones, but nobody needs another game console under the TV.

Then again, it?s not as if Ouya is starting entirely from zero. By basing its console on the Android OS, it makes it easy for a wide range of developers to port games to the platform.

The biggest reason that previous attempts at breaking the dominant paradigm of the home game console business have flopped is that they were fighting against established players like Sony, Microsoft and Nintendo. Ouya, if it positions its product correctly, isn?t really competing against any of them. They don?t have to fail for Ouya to carve out a modest success. There?s no $99 game machine on the market today, not even Wii, and nothing with an App Store-style ecosystem.

It?s quite likely that something like Ouya will soon enough be ubiquitous in our living rooms. Whether or not it?ll be Ouya is anyone?s guess.

>> that's just a little bit of it. keith , in response governor romney 's team says president obama 's attacks on mitt romney have been proven false time and again. as job growth slows, manufacturing stalls and our economy sputters, president obama knows he can't make a legitimate run for president, so they're going to go personal. he's saying they won't go personal because things weren't great with this last jobs report.

>> these aren't personal issues, these are real issues that the american people have a right to know. not only did he have a swiss bank account but he has accounts or money in the cayman islands . he also has this shell company that operated in bermuda. the mysteriously transferred to his wife the day before he was sworn in as governor of massachusetts . and people are wanting to know what is it about this money that you're not disclosing? why haven't you revealed your tax returns . why hasn't your father disclosed several years of his tax returns . i think the question is it goes to the core of who mitt romney is. and whether his policies he's advocating tax cuts for the wealthy are just designed to benefit himself or are they designed to help the american people .

>> you know, it's interesting, a.b., robert gibbs pointed out that romney gave 23 years of tax returns to john mccain 's vetting committee when he wanted to be vp. he went on to say perhaps they see something in those returns over 23 years. can governor romney run the clock out on this or will you continue to have investigative reports and eventually, you know, the heat gets to the front door and he's got to do something more than release a statement from a spokesperson on this?

>> i don't know if he will feel enough pressure to release them, but obviously the obama campaign watched what happened in the primary campaign when there was so much pressure on mitt romney to release them before the general election . he kept saying i'm going to deal with this in the general election campaign or maybe in april. he was forced to deliver. he only produced 2010 returns and i guess an estimate for 2011 . that alone caused his numbers with independents and undecided republicans to take a nose dive. his approval from people earning $50,000 a year and less from december from the time he released the tax returns in late winter went way down. that is because the subject turned to subjects like $57,000 a day in investment income. he knows if we see all of those years, this conversation is going to stay on that and democrats will pick up something for attack ads. i don't know if they will let up if he doesn't release them, but i couldn't tell you whether they've decided they're going to be forced to come through with that in the end.

>> i think there's a bigger narrative, too, about who mitt romney is in terms of he's in the hamptons over the weekend, then goes to aspen. this is a guy who, forget about the car elevators, all of the other stuff, this is a guy the american people are still trying to figure out. i think these questions about his money have an impact on the way the american people will see him in the election. i think those are fair questions. i don't think he can push this off forever. even "the wall street journal " is starting to question what he's doing about this. these questions are going to come up again and again and again.
