UK air pollution reprieve refused

Government plans to delay air pollution improvements in 12 UK areas have been refused by the European Commission, which says air quality must improve.

The UK may now face fines if it fails to improve air quality quickly.

Air pollution reduces average life expectancy in the UK by up to eight months, according to the government's own statistics.

But ministers have been slow to meet agreed European standards on cutting levels of the pollutant NO2.

This comes mainly from vehicles. It causes problems with breathing - particularly for people with heart or lung problems.

The UK has been denied permission by the commission to delay air quality improvements in 12 areas - Aberdeen and north-east Scotland; Belfast; Birkenhead; Brighton; Bristol; Liverpool; Preston; Sheffield; south-west England; south Wales; Swansea and Tyneside.

Second-biggest threat

A judgement will be made at a later date on government plans to delay meeting NO2 standards in major cities until 2020 - or in the case of London, 2025.

London has the worst air of any European capital, and the UK is likely to be fined over the failure.

Air pollution is recognised by the government as the second-biggest public health threat, after smoking. It costs the UK an estimated ?20bn a year - that's more than twice the amount estimated for obesity, which gets far more publicity.

Daniel Instone, giving evidence on behalf of Defra, said ministers were considering a nationwide network of low-emission zones in which the most polluting vehicles were banned.

Simon Birkett, a campaigner from Clean Air in London, said the commission's ruling suggested that such a network would now be inevitable.

NO2 pollution affects long-term health. Experts giving evidence to the Environment Committee, EFRA, said the health of Olympic athletes visiting over the summer should not be harmed as long as the UK avoids a heat-induced smog episode.

Report: Wildfire risks around the world likely to change dramatically

Previous studies produced projections of changing fire risks for individual regions. A new study attempts to gauge future changes to wildfire patterns globally as the climate warms.

Wildfire risks around the world are likely to change dramatically during the latter half of this century, with some types of terrain projected to see dramatic increases in likelihood and in the expanse of fire-prone areas during the next 30 years, according to a new study.

The areas at highest risk for increased fires in the short term include landscapes familiar to residents of the western US ? Mediterranean forests, woods, and scrub, such as those that blanket the coastal ranges of California, alpine grass and shrublands, desert shrublands, and forests dominated by conifers.

But over the longer term, significant increases in fire frequency are expected over a much wider range of ecosystems ? as are significant decreases. ?

Indeed, decreases in fire frequency often take a back seat to efforts to project places where fires are likely to increase. Yet the declines can be just as important, suggests Max Moritz, a fire ecologist at the University of California at Berkeley and the lead author of the study, which was published this month in the journal Ecosphere.

"You're worried about the right kind of fire being maintained or restored in these systems," he says. "Big decrease in fires ? could be just as disruptive ecologically as a big increase."

For instance, the decreases could allow vegetation types alien to the existing landscape to move in and alter the region's ecology in unpredictable ways. Or fewer fires would allow fuels to build up to levels that allow the fires that finally occur to reach catastrophic levels.

One type of ecosystem projected for significant decreases by century's end are subtropical savannas in Africa, Australia, and elsewhere. These are projected to see fewer fires than they currently experience, the research suggests. This would lead to major ecological changes there, since frequent fires keep savannas savanna-like.

Previous studies largely have produced projections of changing fire risks for individual regions of the globe, such as the western US. This new study is a rare attempt at trying to gauge future changes to wildfire patterns globally as the climate warms, the research team says. The warming has been triggered and sustained by rising carbon dioxide concentrations in the atmosphere, increases researchers have traced to burning fossil fuels as well as by land-use changes.

The study applies to fires once the province of ecologists trying to gauge the effect of climate change on the future distribution of plants and animals, Dr. Moritz explains. It treats fire as an entity that has its own form of ecological requirements: fuel, fire-favorable climate patterns, and ready sources of ignition.

The researchers first gathered global wildfire data gathered by two satellites and spanning 11 years ? from 1997 to 2007. They used the information to estimate wildfire probabilities for each of 14 different broad vegetations types, or biomes, around the world under climate conditions that existed at the time.

They then turned to 16 climate models to develop projections of the climate's likely trajectory. They applied the results from each climate model to their fire model separately to see how much convergence they might or might not show in the final results.

They also used an existing model for plant production as a way to see how the abundance of fuel for these biomes could change in a warming climate.

As for ignition sources, the third piece of a fire's "ecosystem," humans supply the latter with enough regularity to suggest ignition sources won't be a limiting factor for fires.

From these steps they estimated changes to fire risks for each of the biomes for two periods: a 30-year span starting in 2010, and another starting in 2070. ?????

US reveals accusations against Secret Service

(AP) ? Secret Service agents and officers have been accused of involvement with prostitutes, leaking sensitive information, publishing pornography, sexual assault, illegal wiretaps, improper use of weapons and drunken behavior, according to internal government reports reviewed by The Associated Press on Friday. It wasn't immediately clear how many of the accusations turned out to be true.

The new disclosures of so many serious accusations since 2004 lend weight to concerns expressed by Congress that the Secret Service prostitution scandal in April in Colombia exposed a culture of misconduct within the agency. Secret Service Director Mark Sullivan apologized for the incident during a hearing in May but insisted that what happened in Colombia was an isolated case.

A leading senator who has been investigating the Colombia scandal, Susan Collins, R-Maine, said some of the accusations appeared legitimate and that "adds to my concern about apparent misconduct by some of the personnel of this vital law enforcement agency."

"The key question is whether these incidents indicate a larger cultural problem," Collins said Friday.

Sen. Joseph Lieberman, I-Conn., said Friday an investigation by the Secret Service's inspector general is continuing and the public should withhold judgment until that review is complete.

The heavily censored list, which runs 229 pages, was quietly released under the U.S. Freedom of Information Act to The Associated Press and other news organizations following the prostitution scandal. It describes accusations filed against Secret Service employees with the Homeland Security Department's inspector general.

Some of the accusations occurred as recently as last month. In many cases, the government noted that some of the claims were resolved administratively, and others were being formally investigated.

The complaints included an alleged sexual assault reported in August 2011. In the heavily censored entry, an employee was accused of pushing a woman who also worked for the agency onto a bed during a work trip. The employee "got on top of (censored) attempting to have sex," even though the woman "told (censored) 'no' several times." The entry noted that supervisors described the accused as "a conscientious and dependable employee." The incident was closed with an "administrative disposition" in February.

They also included an anonymous complaint in October 2003 that a Secret Service agent "may have been involved with a prostitution ring," noting that two telephone numbers belonging to the agent, whose name was censored and who has since retired, turned up as part of an FBI investigation into a prostitution ring. In addition, in 2005, an employee was reported to the Washington field office for being arrested on a charge of solicitation in a park. Documents do not reveal the outcome of that case.

In 2008, an on-duty uniform division officer was arrested in a Washington prostitution sting. The officer, who was driving a marked Secret Service vehicle at the time, was placed on administrative leave, the records show. Sullivan said during the May hearing that the officer was later fired.

Other allegations include:

?October 2011: An employee was accused of sending harassing messages to a woman who interpreted them to be sexual harassment.

?March 2011: A complaint was filed involving embezzlement or theft of public money. Nearly the entire entry was censored save for a notation that it was adjudicated by a judge.

?October 2010: An employee was implicated in a national security leak. The details were censored, and the records didn't include a disposition of the case.

?May 2012: An employee was accused of contributing to the delinquency of a minor. No details were provided, other than that the case was closed administratively.

?May 2012: An officer was videotaped, twice, wandering nude around an apartment complex.

?January 2011: Police in New York arrested an investigative support assistant on charges sexual abuse. The records do not list an outcome for the case.

?2005: An armed agent was accused of threatening to shut down a strip club because it was charging $40 for lap dances and $25 for table-side dances, which the agent said was against federal law. The incident was reported in May 2012.

Some of the allegations were obviously spurious, such as a complaint in August 2010 that a Secret Service agent had performed experiments and implanted stimulators in a citizen's brain. The list also included dozens of complaints about fraudulent emails that circulate widely on the Internet and appear to come from the Secret Service.

A dozen Secret Service officers, agents and supervisors were implicated in the Colombia scandal and eight have been forced out of the agency. At least two employees are fighting to get their jobs back.

Liu Yang, a 34-year-old fighter pilot, will become China's first female astronaut to travel into space. After conquering a rigorous selection process and completing two years of intense astronautic training, she will join two male crewmates, Jing Haipeng and Liu Wang, on the upcoming mission.

Aside from fulfilling the mission tasks, which include rendezvous and docking with the orbiting Tiangong 1 (Heavenly Palace) module, a prototype of a proposed Chinese space lab, Liu Yang "yearns to experience the wondrous, weightless environment of space, see the Earth and gaze upon the motherland," she told the press Friday.

But who is Yang, and how ? from among half a billion Chinese women ? was she chosen to be the country's first space heroine? [Infographic: Female Space Explorers]

Yang lives in Beijing, but hails from the central Chinese province of Henan, a relatively poor but heavily populated agricultural region. According to Xinhua, the official state news agency, she is an eloquent speaker, an avid reader and a lover of cooking. She is also married, as per the China space program's requirements. According to the newspaper China Daily, female Chinese astronauts must be married and preferably be mothers, because of concerns that higher levels of radiation in space would "harm their fertility."

Yang began reaching for the skies just after high school, when a teacher persuaded her to enroll in an aviation school. Since enlisting in the People's Liberation Army (PLA) Air Force in 1997, she has logged 1,680 hours of flight time, earning the rank of major and deputy head of a flight unit. State media once praised her courage after she safely landed her fighter jet following a collision with a bird that covered the cockpit glass with blood, Reuters reported. She also won first place in a military speech contest.

Yang was recruited into China's second class of prospective astronauts in May 2010. After two years of arduous training, she excelled in testing ? Chinese astronauts must score perfectly on a series of tough examinations ? and was selected this March as a candidate to crew the Shenzhou-9.

Her selection quickly became the most trending subject on the country's Twitter-like microblogging service Sina Weibo, with 33 million posts. One user wrote, "Liu Yang, on the eve of becoming our first woman is space, is the pride of Henan." [7 Notable American Astronauts]

At Friday's press conference, Yang addressed her fans: "I am grateful to the motherland and the people. I feel honored to fly into space on behalf of hundreds of millions of female Chinese citizens."

Wu Ping, spokeswoman for China's manned space program, said having Yang on board will not only help the country's aspiring space program test equipment designed for women in preparation for the building of an orbiting space station, but it will also expand the social impact of human space missions. Echoing a famous Chinese proverb, Ping said, "Women hold up half the sky. Human space missions without women are incomplete."

The Obama administration, facing strong resistance from congressional Republicans and industry officials, had sought to delay the politically fraught rule until after the election, but was forced to act by a court order. Critics, including officials representing the oil and gas industry, refineries and manufacturers, complained that overly strict rules could hurt economic growth and lead to job losses.

Soot, made up of microscopic particles released from smokestacks, diesel trucks, wood-burning stoves and other sources, contributes to haze and can burrow into lungs. Breathing in soot can cause lung and heart problems.

Dr. Albert Rizzo, chairman of the board of the American Lung Association, said soot, also known as fine particle pollution, is a known killer. "The science is clear, and overwhelming evidence shows that particle pollution at levels currently labeled as officially 'safe' causes heart attacks, strokes and asthma attacks," he said.

The long-delayed rule, to be made public on Friday, responds to a federal court order requiring the Obama administration to update air quality standards under the Clean Air Act. Administration officials described the rule to The Associated Press on condition of anonymity because it has yet to be announced.

Eleven states, including New York and California, filed suit earlier this year to force a decision. The states and the American Lung Association say current standards jeopardize public health. Soot has been linked to thousands of premature deaths each year, as well as aggravation of respiratory illnesses, heart attacks and strokes.

An Obama administration official said the new rule was based on a rigorous scientific review. Virtually all counties in the United States would meet the proposed standard with no additional actions needed beyond compliance with current and proposed rules set by the EPA, the official said.

More than a dozen states, along with environmental groups, sued the EPA several years ago, contending that the Bush administration had ignored science and its own experts when it decided in 2006 not to lower the nearly decade-old annual standard for soot. The agency's own analysis found a lower standard recommended by scientific advisers would have prevented almost 2,000 premature deaths each year.

The EPA initially promised it would review recent science and issue a decision in 2011. After months of inaction, states led by New York filed suit to force a decision. The lung association and the National Parks Conservation Association filed a similar suit. A federal court eventually ordered the EPA to propose a new rule by Thursday. A final rule is due in December after a public comment period.

The new rule would set the maximum allowable standard for soot at range of 12 to 13 micrograms per cubic meter of air. The current annual standard is 15 micrograms per cubic meter.

Administration officials said the proposed changes are consistent with advice from independent scientists and are based on extensive research showing negative health impacts from soot at lower levels than previously understood. The agency will solicit comments from the public, as well as industry, public health groups and other interested groups to help determine the final standard.

Crews to begin filming biopic of Apple co-founder Steve Jobs in Los Altos

Filming on a movie about the life of Steve Jobs starring Ashton Kutcher begins Monday in the Los Altos garage that gave birth to Apple, according to a member of the production crew.

The movie, titled "jOBS," is a rival to the Sony Pictures film that has tapped Apple co-founder Steve Wozniak as an adviser and hired Aaron Sorkin of "The Social Network" to write the script based on Walter Isaacson's biography "Steve Jobs."

As the crew of "jOBS" descends on the Apple co-founder's old neighborhood Monday morning, thousands will gather in San Francisco for Apple's annual Worldwide Developers Conference. Instead of the deceased Jobs leading the proceedings, though, CEO Tim Cook will chart the company's course.

According to a news release, executive producer Mark Hulme and Five Star Feature Films launched the movie project immediately following Jobs' retirement in August 2011. "A rousing narrative of this business and tech icon, 'jOBS' pulls no punches and does not speculate, telling only the candid and captivating account of the life of Steven Paul Jobs," it said.

The film focuses on Jobs' life between 1971 and 2000 and, according to the producers, is based "on months of exhaustive research and interviews with Steve Jobs' friends, colleagues and mentors to develop the most truthful and gripping picture of Jobs' life."

In an interview, Wozniak said he has not spoken to anyone associated with "jOBS."

"I am not involved with

them," Woz said. "I hope they get things very accurate as far as personalities, characters and what incidents had meaning. I hope they don't over-dramatize it. The real events that happened were interesting."

He has no problem watching an actor portray him as a shy engineer, Wozniak said. He liked "Pirates of Silicon Valley," a 1999 made-for-television film directed by Martyn Burke that dramatized the birth of the personal computer, rivalry between Apple and Microsoft and Jobs' sometimes erratic and harsh leadership.

"They got the personalities right," he said. "I was a good engineer and I cared about people."

No Triple, no super buzz at Belmont

(AP) ? No Triple try, no turnout.

Not much buzz on the backstretch either in the hours before the Belmont Stakes is run without I'll Have Another and the possibility of a Triple Crown.

The Kentucky Derby and Preakness winner injured his left front tendon and retired Friday, draining all the anticipation out of what could have been an historic day in thoroughbred racing. A crowd of 100,000 was expected, but that figure could drop significantly.

On racing fan said: "Everyone walking in here today is disappointed. We all wanted to see history, and a lot of people were thinking he had a really good chance."

I'll Have Another will appear in the winner's circle for a retirement ceremony before the Belmont Stakes.

Infidelity ? Cheating is an Epidemic

Statistics show that someone either has cheated, is currently cheating, or will cheat in 80% of all marriages over the course of the marriage.

This number has doubled in the past ten years.

Current statistics vary slightly as to what percentage of men versus what percentage of women is cheating. Approximately 50% of married women and 60% of married men are cheating.

What is an Affair?

Dictionary.com Definition:

?A romantic and sexual relationship, sometimes one of brief duration, between two people who aren?t married to each other.?

Wikipedia Definition:

Romantic affair

?Unlike a casual relationship, which is a physical and emotional relationship between two people who may have sex without expecting a more formal romantic relationship, an affair is by its nature romantic.?

?When a romantic affair lacks both overt and covert sexual behavior and yet exhibits intense or enduring emotional intimacy, it may be referred to as an emotional affair, platonic love, or a romantic friendship.?

Extramarital affair

?Relationships outside of marriage where an illicit romantic or sexual relationship or a romantic friendship or passionate attachment occurs.?

Affairs can be divided into three parts:

  1. the dishonesty,
  2. the outside relationship,
  3. the sexual infidelity and/or emotional infidelity (i.e., affair of the heart)

All 3 parts differ in their degrees and their levels. Each part exists on a continuum.

Mental Illness

Typically, when experts are interviewed in the media about politicians or celebrities, the top two reasons stated for why infidelity has taken place is; sex addiction or narcissism.

There are various other diagnoses to make sense of why a person cheats not typically focused on in the media, but considered by therapists when evaluating a client, for example; co-dependency or borderline personality disorder.

It is the smaller percentage of the population that has a mental illness that leads them to cheat.

Power/Wealth

In the media it is often reported, men who are powerful they think they can get whatever they want and thus cheat (e.g., Bill Clinton).

Men who are with women that are powerful are said to cheat because they don?t have as much power in the relationship (e.g., Jessie James).

So, which is it, men who are powerful cheat or men who aren?t powerful cheat?

Men who are wealthy are described as cheaters because they feel there is a price for anything, thus they can buy what and who they want. Then how does that explain the fact that poor men cheat, too?

Whether you are a man or woman, with a mental illness or you have no mental illness, you are powerful or are not, rich or poor, a celebrity or not, know this; there are those who do cheat and there are those who don?t.

Choice

The blame game is using an excuse for why a person cheats. What about the notion of choosing to not cheat? The mind is a powerful tool. We as a society have become finger-pointers.

This external blame means that a person can offer a reason why they did what they did and rather than taking ownership of their own behavior, they can blame some default within them that is out of their control, leading to the problem behavior.

They can point their finger at mental illness, power, etc., as though it is some external ?thing? where the cheating behavior becomes viewed as a symptom of a bigger problem.

When you get married, it is a vow to be true to the couple, true to your spouse. As tempted as you may be, there is still thought before action, and as humans, we have the capability to choose.

Cheating Myths Debunked

Myth #1: If you are a beautiful and sexy woman, or a handsome well-built man, your spouse will not cheat on you.

The level of attractiveness of a man or a woman in and of itself is not an indicator of whether or not they will be cheated on.

Myth #2: If you are having sex with your spouse with frequency, your spouse will definitely not cheat on you, if you rarely have sex with your spouse, then your spouse is definitely going to cheat on you.

I see couples that have an active sex life and there is cheating going on, whereas for other couples, there isn?t cheating taking place. I have seen couples that rarely have sex and there is no cheating, and for others there is.

Rare sexual relations with your spouse isn?t a guarantee of cheating, although do note that it is a warning sign that may lead to cheating and you would be foolish to ignore it.

Myth #3: Cheating cannot be prevented.

#1 Most Common Reason Reported For Cheating?

Lack of Attention

The most common reason reported by men and women for cheating is that they do not feel attended to. Lack of attention goes hand in hand with a lack of feeling appreciated.

This longing and void leads a person to desire the feeling of attentiveness, appreciation and in essence: feeling valued and wanted.

People Cheat Because They Make The Choice To Cheat!

When a person doesn?t feel their spouse is paying attention, it makes a person feel unwanted and sad and bad about their own value and self-worth.

There are many ways in which one can pay attention to one?s spouse.

Some examples of paying attention include: communication, being present, compassionate, hearing your spouse?s voice, empathetic, physically affectionate, nurturing, showing active consistent interest, patient, and sexual relations.

Humans long for connection. Without attention from one?s spouse, one feels disconnected from their spouse, which leads to feeling de-valued and un-heard. This in turn leads some to find this important human need elsewhere.

When I say ?find,? only for some is an affair a plan (looking for someone to be with); for many, an affair isn?t searched for. The most common scenario where men and women that have cheated state that they didn?t plan to cheat, it ?just happened.?

Then once it happened, they found themselves continuing with the cheating relationship/relationships. Although the person didn?t plan to cheat, I assert that it still was a choice.

Question

If the #1 reason why people cheat is because their spouse isn?t paying attention to them, then why do some people cheat when they aren?t receiving attention from their spouse and others don?t?

Answer

There are those people that no matter what the circumstances are in their marriage, they will not cheat.

Making a choice to use an external solution (having an affair) for an internal problem (marital disharmony, disconnection) isn?t in some people?s decision-making book of life of choice.

Cheating is external, meaning it is using something outside of one?s self/marriage to fill an internal void. If there is something that is a problem internally, this means that the problem is within one?s self and/or the problem is within one?s marriage.

An internal solution to an internal problem would be to confront the problem head on, to get help with the problem that can lead toward a potentially healthy resolution.

Four types of personality styles are more likely to cheat

Cheater personality style type #1:

a)? ?Externalizer?

When obstacles occur in your relationship, I refer to a person that typically seeks out unhealthy external options that masks, doesn?t attend to, doesn?t address, and doesn?t resolve the internal pain or the problem itself as an ?externalizer.? Typically, this style of coping with life?s challenges is a developed behavior over time that started in one?s youth.

b) ?Non-ownershipster?

I refer to a ?non-ownershipster? as a person who typically doesn?t take ownership of his own actions and blames others instead.

Cheater personality style type #2:

How a person feels about other people. This style is characterized by one main trait that can be a warning sign that this person has the potential to cheat:

A person who isn?t remorseful or shows no empathy.

Cheater personality style type #3:

Secretive and/or lies.

Cheater personality style type #4:

The constant partier type who often uses alcohol and/or drugs in socializing with others is a personality style type. This doesn?t mean that the person who doesn?t drink or uses drugs is a non-cheater because there are those that do indeed.

If a man or a woman spends more time partying with others and thus less on focusing on the journey of relationship enhancement, less on coming home to be with one?s spouse but rather out partying with friends, this person is more likely to cheat than not cheat.
